Iowa's workforce is highly educated and productive.  Iowa ranks among the top five states nationally with a public high school estimated graduation rate of 86.4 percent. Unemployment Insurance
Iowa has one of the lowest new employer Unemployment Insurance rates in the nation. The 2013 standard new employer rate for all non-construction businesses for a three-year period is 1.1 percent on a $26,000 wage base.  Over 52 percent of Iowa businesses will experience a zero rate in 2013. 

Workers' Compensation
Iowa's comparative workers' compensation costs continue to rank among the nation's lowest-cost third of states.
